I. AUTHORITY:

II. PURPOSE:

To provide guidelines for all employees regarding the security procedures for cell doors, perimeter gates, control center, corridor doors and vehicle gates.

III. POLICY:

It is the policy of the R. I. Department of Corrections that all cell doors, dormitories, rooms, corridor doors, perimeter gates, vehicle traps, and visitors' entrances be locked except when used for admission or exit of employees, inmates or visitors, and in emergencies. When used, these areas will always be under observation.

IV. PROCEDURES:

A. Cell doors, dormitories, rooms, corridor gates: It will be the responsibility of the correctional officer staff to ensure that all cell doors, dormitories and/or rooms are locked when inmates are in, or out for visits, recreation, work or other activity. No cell door will be left open, unless it is actively under repair.

B. All corridor and exit doors will be locked at all times and unlocked only to permit entrance or exit.

C. All locks, both security and padlock type, not operating properly will be reported immediately to the immediate supervisor for repair.

D. Vehicle Traps: No employee will use vehicle traps for pedestrian entrance/exit unless authorized by the superior in charge.

1. A log will be maintained by the vehicle trap officer which includes:

a) date and time

b) name of individual

c) authorization for person to enter or exit

2. All vehicles shall be logged in and out and entry shall include:

a) driver's name

b) nature of business

c) date and time in and out

3. Emergency vehicles (ambulance and fire) will be given top priority. Superiors in charge will notify vehicle trap officer in advance of emergency vehicle coming to the institutions.

E. All Perimeter Gates will be locked at all times unless otherwise authorized by the Associate Director.

1. Keys for perimeter gates will be available to patrolling officers.

F. Control Centers- Control Centers will be secured at all times and no unauthorized persons will be allowed in control centers.

1. Control Center officers will routinely ensure that all doors and gates are functioning properly. If repair is necessary, the immediate supervisor shall be notified immediately to effect repair.

2. Where interlocks are installed, both doors shall never be opened at the same time.

3. In the event of an emergency requiring all doors be opened, an armed guard will be posted in proper place. The posting of an armed guard pertains to Main Control Centers Only. As expressed in Operational Memoranda 5.13.07, firearms shall not be permitted within internal perimeters of the institution (e.g. modular control station) unless authorized by the Director of Assistant Director Adult ServicesEFFECTIVE DATE: 12/6/81
